GACC Registration Single Window e-Service Center

On 14-April 2021, the General Administration of Customs of China (GACC) released two regulations;

The first is the GACC Decree 248 - "Regulations on the Registration and Administration of Overseas Producers of Imported Food " , which require all overseas food producers, processors, and storage facilities to register with the General Administration of Customs of China (GACC).

The second is the GACC Decree 249 - "Administrative Measures on Import and Export Food Safety" , which covers a broad range of requirements on food exports to China, including overseas facilities registration, record filing by importers and exporters, quarantine and inspection, and product labeling.

According to the provisions of GACC Decree 249 Article 15, the GACC registration number of overseas production enterprises needs to be printed on the Chinese Labeling of imported food, then can pass the China Customs Clearance process normally.

In accordance with the provisions of GACC Decree 248 and 249, Imported food products must meet the following three necessary conditions, then can be legally imported into China.
1. GACC-2 type registration of overseas exporters (18 digits number)
2. GACC-1 type registration of overseas producers (18 digits number)
3. GACC-5 type prodct listing of imported food (13 digits HS-CIQ code)

Specifically, for some primary agricultural products, such as Edible grains(rice, wheat, corn, etc.), Nuts and seeds, Unroasted coffee/cocoa beans, Oilseeds(Soya, peanut, sesame, etc.), Plant spices, Vegetables, Fruits, Animal feed (including pet food), Live animals and plants etc.,
If the exporter purchases from individual farmers, then sorting, packaging and storage these agricultural products, and export to China.
In that way, the process of sorting, packaging and storage belong to the kinds of processing products,
then the exporter needs to assume the quality responsibility of these primary agricultural products, So the export Enterprise also need to apply for the ：

4.GACC-2-2 Quarantine registration of animal & plant products (GACC Whitelisting:17 digits registration number )

If the overseas exporter, need to designate a CRA (China Responsible Agent) to apply GACC registration.

Both Decree 248 and Decree 249 are slated to enter into force on January 1, 2022 !

GACC New Announcement

On 13 August 2024, GACC (General Administration of Customs of China) issued Announcement No. 105 of 2024, ‘ Announcement on Matters Relating to the Filing Function of Importers and Exporters of Imported Foods’,

GACC No. 105 Announcement state that the Former 11-digits registration number of overseas exporters of imported foods will be abolished on 5 September 2024; GACC will issue New 18-digits registration number for overseas exporters of imported foods, which will be used for China Customs clearance process.

Overseas exporters need to Upgrade old 11-digits AQSIQ registration number to new 18-digits GACC registration number ASAP to avoid affecting their products exported to China!

According to Announcement No. 105, the GACC registration for foreign exporters has to be applied through a CRA (China Responsible Agent).

According to the “GACC Announcement No. 105 of 2024”, starting from September 5, 2024, overseas exporters applying for GACC registration can not submit the application to GACC directly, but have to appoint a CRA ( China Responsible Agent ) to act on their behalf;

The CRA must be a local company in mainland China and must be authorized by GACC to use the China e-Port Key (A special net security equipment provided by GACC ) in order to log in the latest Administrative Counterpart Management Subsystem of China Customs (Version 3.0 ) for GACC registration.

Note	Food cannot be exported to China only with the exporter's registration number. In addition to the exporter's registration number, the producer's registration number and the CIQ code of the product listing are required. All three types of registration are indispensable. If exporter nvolve in the trade of grain (rice, wheat, soybeans, corn, etc.), live animals and plants, animal feed (including pet food), etc., the exporter shall also be included in the export to China “Whitelist” of the country of origin before exporting to China. If the producer wants to directly export to China, it also needs to apply GACC registration for exporter ; If the manufacturer wants to directly export to China, it also needs to apply GACC registration for exporter ;	GACC-2-2 Registration is required for the above categories, whether for food or for other purposes (ornamental, cultivation, processing, etc.)	GACC registration has replaced AQSIQ registration after 2018.So need update,Therefore, overseas exporters need to upgrade the invalid AQSIQ registration number to the latest GACC registration number. ;
